Thủ tướng Nguyễn Tấn Dũng đã tiếp ông John Hendra, điều phối viên thường trú Liên Hiệp Quốc tại VN; GS Thomas Vallery, Giám đốc Chương trình VN của ĐH Harvard-Mỹ, cùng các cộng sự đang có chuyến thăm và làm việc tại nước ta vào chiều 15-1, tại Văn phòng Chính phủ.
GS Vallery đã chuyển cho Chính phủ VN bản báo cáo Lựa chọn thành công, một báo cáo nghiên cứu độc lập của các GS ĐH Harvard với sự hỗ trợ nghiên cứu của Chương trình Phát triển Liên Hiệp Quốc, với chủ đề triển vọng và thách thức của nền kinh tế, sự lựa chọn của VN trong bối cảnh hội nhập và cạnh tranh quốc tế. Nội dung các đánh giá và khuyến nghị của bản báo cáo chủ yếu liên quan đến việc hoạch định chính sách trung, dài hạn trong các lĩnh vực bất động sản, tài chính - tín dụng - đầu tư gián tiếp, cải cách doanh nghiệp Nhà nước, di dân - quản lý đô thị, đầu tư cơ sở hạ tầng, phát triển nguồn nhân lực và phát triển bền vững.
Thủ tướng Nguyễn Tấn Dũng đánh giá cao việc trong một thời gian ngắn, Chương trình VN của ĐH Harvard đã có được bản báo cáo công phu, có quan điểm độc lập này. Thủ tướng cho rằng những khuyến nghị của bản báo cáo cũng chính là những vấn đề mà Chính phủ VN đang tập trung quan tâm giải quyết, đồng thời cũng có thể coi đó là những thách thức phải vượt qua nhằm đưa nền kinh tế VN tăng trưởng nhanh, hội nhập thành công, phát triển bền vững.

Abstract:
As ESCAP member countries seek to spread the development that has taken place in the coastal areas inland, replicating sea ports at inland locations is a policy measure that is receiving attention. In order to make informed decisions policy makers need to understand the current logistics environment and the factors that would result in a successful dry port that would attract logistics clusters. Accordingly, the ESCAP secretariat undertook a preliminary study to examine the current logistics trends, assess the literature on the subject of inland facilities including logistics centres, and formulate a policy planning model in the form of a step-by-step action plan identifying the factors that policy makers need to take into account in evaluating and establishing inland logistics ports/dry ports.
Chapter one provides an introduction to the report. Chapter two discusses recent trends in approaches to supply chain management and logistics systems with particular reference to logistics centres. Chapter three identifies the major factors governing the decision of enterprises to locate at ports or port-related logistics zones. Chapter four describes the features that contribute to the operation of an effective dry port. Chapter five investigates the basis of clustering when applied to industry, and in particular to logistics and ports. Chapter six, seven and eight addresses the formulation and application of a step-by-step action plan/model replicating port concepts at inland locations. In this research, we investigate the impact of information sharing and decision-making coordination in supply chain consisting of one downstream retailer, transportation provider, and single upstream manufacturer. We assume that the downstream retailer faces a continuous time-varying demand and generate his own optimal replenishment schedule to trigger the upstream manufacturer replenishment and the third party transportation under decentralized decision making, i.e., strategy NI/NC (no information sharing and no coordination) and FI/NC (full information sharing and no coordination). On the other hand, we develop a system coordinated replenishment model with the objective of minimizing whole system costs to generate the common replenishment schedule under centralized decision making, i.e., strategy FI/FC (full information sharing and full coordination).
Our objective is to quantify and analyze the value of information sharing and decision-making coordination through the three varying-level integration strategies (NI/NC, FI/NC, FI/FC) in supply chain and examine the allocation of system benefits coming form information sharing and coordination among the channel members. In addition, we also investigate the sensitivity of cost performance under the strategies with respect to the model parameters. Third party logistics service providers (3PL) become more and more important because most companies seek to outsource logistics tasks. However, 3PLs perform their services for many different clients. Thus a simple outsourcing approach of the given structures (i.e., operating existing warehouses and transport means for each customer separately) will not result in overall optimised logistics network. Hence, a 3PL must have a better understanding how to organise their networks (i.e., where to place hubs, how to integrate different transport modes, etc.). Furthermore, customers ask more and more 3PLs to supply added value services which have greater complexity compared to the "traditional" simple forwarding services. 3PLs that can perform added value services (e.g., goods distribution, material replenishment, co-ordination with customers and suppliers) do have a considerable competitive advantage. Furthermore, increased logistics capabilities of European 3PLs improves the competitiveness of European production companies as well.
The major 3PLs are faced with a number of problems and challenges:
they have to locate their scope in terms of services offered to shippers;
they have to extend their geographical coverage, offering a really pan-European service;
they have to reorganise their network, combining the unique selling points of partners;
they have to offer a variety of transport options, including the use of intermodal transport;
they have to optimise their transport processes with the aim of decoupling the rise of economic growth from the rise of transport volume (reducing the negative effect on the environment);
they have to supply additional services to their customers including the operation and management (SCM) of complex distribution/supply structures for their customers.
Intermodal transport has become an important part of both national and European transport policies, especially from a sustainability point of view. But although there is a general understanding that intermodal transport could have a beneficial impact on the environment and congestion, only few 3PLs actually are using intermodal transport to distribute their goods. The present state-of-the-art within the transport market shows a decreasing share of intermodal transport within the modal split.
A number of problems prevent the implementation of intermodal transport on a broad scale. One of them being too high prices and too high producing costs. The involvement of various actors in intermodal transport, not only leads to an increase of the costs and a rise of the prices asked but also to a non-transparency of the process, which makes it less attractive for shippers and 3PLs to switch from conventional transport to intermodal transport.
Although a lot of information has been gathered the past couple of years, not only in national studies but also on a international level, the impact and role of 3PL providers on transport, especially on intermodal transport, on a European scale still has to be made. Also, a structured analysis of the main logistics regions and the reasons of their success hasn’t been carried out at a European level so far. In addition, there has been some research on the perception of shippers regarding the use of intermodal transport, but not from the 3PL point of view. Therefore, the European Commission wants to investigate the role of third party logistics providers and their impact on transport.
